Florida CAM license renewal and continuing education

Getting the license is the part everyone plans for. Keeping it is a two-year rhythm of education and conduct — and the conduct half is where licenses are actually lost.

The short version

A Florida CAM license is renewed every 2 years (FS 468.436), with 20 hours of approved continuing education per renewal cycle under FAC 61E14, including required courses plus electives. Licensing and discipline sit with DBPR.

Note the two different numbers. 18 hours of pre-licensure education gets you to the exam once. 20 hours of continuing education keeps the license alive every two years afterwards. They are easy to swap under exam pressure.

When the license is required at all

Under FS 468.431, a CAM license is required to manage, for compensation, a community association with more than 10 units or an annual budget of more than $100,000. Either threshold triggers it — they are not cumulative.

And FS 468.432 defines what “community association management” actually means, which is broader than most people assume:

Controlling or disbursing association funds
Preparing budgets and financial reports
Providing notices of meetings
Preparing and delivering minutes
Other management duties performed for compensation

What DBPR can discipline you for

FS 468.436 lists the grounds, and they are about conduct rather than competence alone:

Fraud or misrepresentation
Gross negligence or incompetence
Conflicts of interest
Violating the CAM practice act

One prohibition deserves naming on its own: a CAM may not accept undisclosed commissions, kickbacks or gifts from vendors doing business with the association. The word doing the work is undisclosed — the problem is the concealment of a financial interest from the people whose money is being spent.

The duties that come with the license

Fiduciary duty to the associations you manage and their members — you act in the association's interest, not the board's convenience and not your own
Authority is defined by the management agreement — the CAM's scope, spending authority and responsibilities come from that contract and any authority the board grants
Report suspected fraud or theft of association funds immediately to the board and, where appropriate, to law enforcement — concealment is itself misconduct
Never misuse reserve funds. Improper use of reserves for operating expenses can bring civil liability, possible criminal exposure and DBPR discipline

CE hour counts, approved courses, renewal dates and fees are set by DBPR and the Regulatory Council of Community Association Managers and change over time. Confirm your own renewal date and current requirements with DBPR rather than relying on any article.
